SELF-ASSESSMENT OF IMPLEMENTATION OF THE AFRICAN UNION COMMISSION STRATEGIC PLAN 2014-2017

Template ( A ) : Reviewing/Assessing Progress/Achievements, Challenges and Lessons in implementing the strategic plan 2014-17

Objectives

1. Assess and document progress made and achievements realized in implementing SP 2014-2017.

2. Draw appropriate lessons to inform implementation of the Agenda 2063 First Ten Year Implementation Plan (FTYIP).

3. Build the foundation for the alignment of the SP 2014-2017 with Agenda 2063 FTYIP.

Note that:

1. It is assumed that all staff are fully familiar with the results framework of the SP 2014-2017.

2. The self-assessment of the SP 2014-2017 is based on RESULTS not activities (i.e. no reporting on workshops held, etc). Please refer to Annex 6 of the strategic Plan which presents the result matrix.

How to fill the Questionnaire?

Outcome Part:

Key Achievements/ Progress towards the outcome Refers to assessment of progress towards the outcome relevant to the work of the department/directorate concerned. Department/directorate should fill in progress made in realizing the outcome. This is assessment of effectiveness (i.e. the extent to which the plan goal/outcome/outputs have been attained within the various timelines set in the results matrix). Since it is unlikely that any one department will be fully responsible for a whole outcome, the department/directorate should identify and report on 2-3 key results it has contributed to the outcome. Remember outcome reporting should be results oriented at the impact level.
Rate of Progress towards the outcome Please assess the rate of progress from the drop box provided (25%, 50%, 75%, 100% achievement).

Outcome Part:

Output Refers to Output. Department/Directorate should identify the output relevant to its work.
Key Achievements/ Progress towards output Department/directorate should fill in progress/achievement made towards realizing output relevant to its work. Here again reporting is on results and not on activities undertaken. This is assessment of effectiveness (i.e. the extent to which the plan goal/outcome/outputs have been attained within the various timelines set in the results matrix). Please refer to the annual targets in the results matrix in annex 6 of the SP 2014-2017.
Rate of Progress Rating of progress towards output. Departments/directorates to rate progress. Please assess the rate of progress from the drop box provided (25%, 50%, 75%, 100% achievement).
Key Factors to Explain Performance Department/directorate should highlight main factors to explain performance. The factors could be: (a) positive ones; or (b) challenges encountered in realizing outcome/output.
Key Lessons Department/directorate should identify main lessons learnt.
Recommendations Department/directorate should make general recommendations/comments as appropriate, including suggestions on alignment with Agenda 2063 FTYIP
Add new output listed Please include any new issues that have emerged after the Strategic Plan was adapted and which the department addressed.

These should be on decisions of the African Union Policy organs and not independently of such decisions.
